ABSTRACT

The development of more inclusive management practices is the key to initiating a progressive change to the review phase, the last segment of the notional CHM framework outlined in Chapter 1. In the West, recognition of the role of many different sectors in CHM was brought overtly and covertly to the attention of the heritage profession and bureaucratic circles by the media and community advocacy in a lot of cases. Meanwhile, successful cases of stakeholder consultation and involvement in CHM are characterized by an emphasis on transparency and the use of a carefully planned process for issue resolution. This section will examine if there are, on the part of the case study cities, similar or different issues and strategies arising in relation to key debates on heritage management and site projects to ascertain the degree of global and local influences on their development.
