ABSTRACT
The success of the UKOU has meant that it has become the predominant model of open learning around the world, certainly in terms of student numbers. Countries have set up a single institution, or in some cases a small number of them, dedicated to distance education. In the main, the mode of operation of these universities has been closely modelled on the format originally adopted by the UKOU.
