When Secretary of State Madeleine Albright took offi ce in 1997 shortly after President Clinton’s second electoral victory, she told one of her early audiences that her reference point was Munich not Vietnam. Indeed she would invoke Munich again two years later as the United States moved toward intervention in Kosovo.2
