ABSTRACT

Al-Qaeda’s spectacular on 11 September 2001, along with the tragically lethal attacks in places such as Nairobi, Bali and Madrid, attest to its determination, reach and capabilities. The indoctrination strategy is equally long term; the extremist madrasas epitomise the patient nurturing of potential recruits. Beyond the military, police, intelligence, legal and financial activities that have been undertaken to confront this threat, a number of longer term preventive measures also need to be adopted by governments and international organisations to thwart this movement, network and organisation. 2 At the risk of stating the obvious, the threat posed by transnational terrorism can be defeated only by a coordinated, robust, long-term, transnational response.
