ABSTRACT
A long delayed Green Paper on private housing improvement was published in May 1985. After six years of tinkering with the grant-based subsidy system, these proposals embody the full application of the Thatcher government’s housing philosophy to this area of policy. Taken together with the changing role of housing associations and developments in the renewal of council housing the Green Paper clearly signposts the way to the privatisation of housing renewal.
