ABSTRACT
It is a fact of life that museums are insufficiently funded and subject to restrictions and conditions which are not helpful: it has always been so. The most exciting and useful museum work goes on where people of talent, energy and vision make things happen, often by moving heaven and earth to get either the circumstances or the funding right (and it is usually both). Even so, the work will take place within a context which somehow modifies what can be achieved.
