ABSTRACT
Do National Curriculum assessments provide national standards? Does a level 5 in mathematics at Key Stage 2 represent a different standard to a level 5 in the same subject at Key Stage 3? If that is found to be the case how can reported levels based on National Curriculum assessment claim to have any validity?
