ABSTRACT

On the face of it, Taiwan has gone a long way toward “engaging” the People’s Republic of China (PRC). Until their suspension in 1995, cross-strait negotiations had become routine and institutionalized. Economic relations, both trade and investment, have flourished-although they have been somewhat onesided, with Taiwan enjoying a huge trade surplus and investment going to the mainland. Second-track diplomacy has also grown. Since 1989 when Taiwan’s reporters covered the Tiananmen demonstrations, there has been a steady stream of cross-strait people-to-people exchanges which have come to include an extraordinarily wide variety of groups, ranging from scientists to students to local government officials.
