ABSTRACT

This note concentrates on the Director General of Water Services’ (DG’s) primary task of economic regulation and in particular on the needs of his first five years. It is written with the 10 ‘authority’ PLCs mainly in mind; how companies will be fitted in must be dealt with in a later paper. It should be seen as a first contribution to the task of defining what the DG’s central concerns will be, and how they are to be met.
