ABSTRACT
The greatest difference between the philosophy inherent in the new inspection system and that of its predecessors lies in the way schools are being required to conform to standard procedures, instead of being allowed to pursue their own interpretation of quality and value. In this complex and rapidly changing world, based upon efficiency and value for money, institutions now more than ever before need to maintain their competitive edge through pursuing their own interpretation of quality and value standards.
