High Youth Wages Can Generate General and Persistent Unemployment

Nearly all developed countries suffer from unemployment which is acute and entrenched and which, moreover, extends to all age groups. However, modifying this last characteristic, in some countries unemployment is most severe among the young, which suggests that youth wage rates lie above their market-clearing levels.
