ABSTRACT

This chapter will argue that not only has there been a deliberate marginalization of multicultural issues by UK governments over the last twenty years, but that because of the continued use of markets to organize education, and because of an increased emphasis on global competitiveness, and of the use of a managerialist ideology to administer such a system, this situation has been exacerbated. The combination of these factors has led to a situation where work on multicultural initiatives is hampered by a lack of enthusiasm at the policy level, by a lack of co-ordinated effort at the system-wide level, and is neutered by managerialist agendas at the institutional level. It is argued that this neglect is inherent within the policies of both major UK political parties at the present time, within the logic of the market and within the technicalrational, emasculated logic of managerialism. For a more proactive policy to be adopted, both a change of ideology and a change in market and managerial approaches will need to be adopted.
