ABSTRACT
All schools now find themselves in a management climate that encourages them to be more independent, more self-governing and increasingly entrepreneurial in seeking the best services and resources to enrich the education they offer their children. Local management of schools has provided a degree of financial flexibility which has been welcomed by many because governing bodies, and through them teachers, gain increased discretion to manage schools in the way they see fit.
