ABSTRACT

Transport was amongst the first fields in which cost-benefit analysis (CBA) came into regular application as a part of decision taking. For instance, in Britain two of the classic seminal applications of the technique were the studies of the M1 motorway (Beesley, Coburn and Reynolds, 1960) and of the Victoria Line-an underground railway line in London (Beesley and Foster, 1963). Following these studies, techniques were developed for the routine appraisal of road schemes and of public transport schemes where these have a social intent.
