ABSTRACT

Before discussing the policy options considered by the Group, it is instructive to consider, if only briefly, the framework of ideas and objectives within which energy policy has operated in the UK over the past two decades since the first ‘energy crisis’, especially as this relates to domestic energy consumption. Examination of the shifts that have occurred in this framework has helped the Group to identify the assumptions that continue to constrain policy objectives in this area and the current levers for change that could be used to reduce the incidence of underheating in at-risk households.
