ABSTRACT
In recent years the world has not been short of food. Nonetheless, as the Hunger Report: 1993 (Messer, 1994:ix) states bluntly, “over three-quarters of a billion people still do not have sufficient access to food to meet their basic human needs”. This contradiction is evidence of a massive failure of public policy. But there are also grounds for optimism.
