ABSTRACT

In Colombia, sports development, as part of government statutory policies does not have a firm basis. The assignment of budget allocations for the organisation of sport is low, and therefore, the law, which regulates national level sport, is left unfulfilled. In section two of the so-called Sport Law, where reference is made to basic rights, sport is acknowledged as a social right:

Sport, recreation and leisure-time saving are fundamental education elements and a basic integral training of the individual. Sponsoring, developing and practising them are an integral part of the educational public service and constitute a social public expenditure, according to the following principles: universality, community and citizen participation, functional unification, democratisation, and sport ethics.
