ABSTRACT
Since 1999, the World Bank and the International Monetary Fund require developing countries seeking concessional lending or debt relief under the Heavily Indebted Poor Countries (HIPC) Initiative to first prepare a poverty reduction strategy which should be described in a single economic policy document: the Poverty Reduction Strategy Paper (PRSP).
