ABSTRACT

One-party dominance without the prospect of a government rotation in the foreseeable future is said to constitute only a truncated, sham democracy. When a permanent majority holds sway due to ethnic voting, a futile and weak opposition cannot check majority arbitrariness effectively. Without the threat of replacement, powerholders presumably are tempted by corruption, arrogant mismanagement and self-serving policies. Majority despotism eschews the wisdom of consensus and ignores the advantages of a politics of inclusion.
