ABSTRACT
The face which western Europe presents today was quite simply unthinkable a mere half-century ago. It has become both a peaceful continent, no longer under the shadow of centuries-old national rivalries or territorial disputes, and a community of liberal values and rules whose democratic resolve has been further strengthened by the disappearance of the last surviving dictatorships along the Mediterranean rim (Greece, Spain and Portugal).
