ABSTRACT
Educational systems have always played a key role in the economic, political and cultural transformation of societies. In Germany, for instance, the education system was crucial for the successful transformation into an industrial society and provided the necessary means to transmit cultural values and key work ethic concepts (Weber, 1972; Wehler, 1989). The role that the education system should play in the current transformation from an industrial into an information society is of high public interest, especially following a talk by Federal President Roman Herzog (1997), in which he started a groundbreaking public debate in Germany by stating that modern education should be oriented toward labor market needs, and that ICTs should be rapidly employed on a large scale.
