ABSTRACT
Shortcomings in the provision of agricultural research and extension services have contributed to poor agricultural performance in sub-Saharan Africa (SSA). Given that research and extension in SSA have been relatively well funded in the past, and despite some deterioration in the 1990s, the limited impact of these services is due as much to the poor management of resources as to inadequate financing levels.
