ABSTRACT

THE TRANSATLANTIC ALLIANCE has been the most integrated andsuccessful alliance in modern history. Yet time and again, the relationship has gone through crises, and many books and articles have been written on this phenomenon-among them, Henry Kissinger’s book The Troubled Partnership, published back in 1965.1 Was Robert Kagan’s essay “Power and Weakness”2 just another contribution to this never-ending story of disputes within the transatlantic community? Or have we actually drifted apart this time, without a return ticket?
