ABSTRACT

Nineteen years ago the senior author of this paper enrolled in graduate level classes in international politics and organization theory offered by Harold Guetzkow at Northwestern University. Little did he realize at that time that Harold’s enthusiasm for systematic theory, scientific research procedures, accumulation of knowledge, and modeling of organization decision-making processes and international relations phenomena would help shape his research program for years to come. And, in retrospect, it is clear that through the teaching of his own graduate classes at Indiana University that Hoole passed on these enthusiasms. Consequently, Harold Guetzkow has had an indirect impact on the research programs of the co-authors of this essay, Tucker and Ostrom, as well as those of their graduate students at Texas A&M University and Michigan State University. Harold’s influence undoubtedly has spread in a similar manner in numerous circumstances in America and abroad.
