ABSTRACT
Since 1957 Harold Guetzkow and Co. have been engaged in programmatic research strategy designed to strengthen and enrich our capacity for bringing the complexities referred to by such terms as “International Relations” and the “Global System” under greater intellectual and policy control. The primary vehicle for this effort has been a sequence of developmental activities employing a set of interrelated techniques labeled for convenience “simulations.”
