ABSTRACT

The activities of the Network Advisory Committee, which was established to advise the Library of Congress on issues related to network planning, are described in terms of three phases: (1) its first year of existence from 1976 to 1977; (2) a transition phase from 1977 to 1979; and (3) a third phase from 1980 onward. The advisory committee has made substantial progress toward the goal of a nationwide library network but in a way quite different from its original intent.
