ABSTRACT

The chapter explains the key role of network planning and design in reaching the goals of an efficient, competitive and seamless public transport system for all citizens. Major principles of multi-modal network and service design are presented, exploiting the basic benefits of public transport over other modes and taking account of the different qualities of premium networks and complementary services. The chapter emphasises essential network and urban design qualities: direct and simple lines, optimal frequencies, fast and reliable speed, quality access and integration with land use and urban design. Together with additional conventional public transport measures, land use and transport policies, these principles can be a “game-changer” in the transport market.
