ABSTRACT

Governance in modern democracy faces numerous challenges in view of increasing awareness among different sections of population about their rights and also about injustices being done to them by being deprived of these rights and just share in political power and economic development. But modern democracy, even when it is controlled, depends on the concept of rights, and everyone, irrespective of religion, caste, ethnic origin or culture, is treated as citizen and citizens enjoy certain fundamental rights. India is a richly diverse country and has not only multiple religious but also cultural, ethnic and linguistic communities. Today, every region of India is faced with bloody conflicts: communal conflicts between Hindus and Muslims. This situation is not peculiar to India. Majoritarianism exists in all democratic societies, including Western democracies. Bangladesh is no exception. Hindus, largest religious minority in Bangladesh, are victims of Muslim majoritariansm and often, in reaction to what happens in India, and even otherwise, are forced to suffer violence.
