The sharing of rivers across political boundaries is an area of both contention and conflict, be it at the international, national, regional or local levels. Examples of transboundary water-sharing from around the world reveal that various institutional mechanisms in the form of committees, councils, commissions and regulatory boards have been established to facilitate sharing of waters and conflict resolution through cooperative and coordinated approaches. India has a large number of rivers that traverse international and inter-state boundaries as well as face conflicts on common water resources. India also has a significant number of inter-state transboundary water sharing based on the principle of cooperation. An analysis of the mechanisms adopted by the state and civil society is to highlight both the strengths and limitations in addressing issues related to inter-state water sharing and conflict resolution. The chapter also presents an overview of the key concepts discussed in this book.
