ABSTRACT

This chapter considers various definitions of the term ‘informal sector’. It describes the size of the informal sector in India and discusses the vulnerabilities and double vulnerabilities among workers in the urban informal sector. The chapter examines the concept of social protection and the sixth reviews existing social protection policies for the urban informal sector. It provides the review and makes suggestions for effective implementation of social security policies. In recent years, the term ‘informal sector’ has been replaced by the more comprehensive term ‘informal economy’, which includes both enterprise and employment status. The National Commission for Enterprises in the Unorganised Sector uses the terms ‘organised’ and ‘unorganised’ interchangeably with ‘formal’ and ‘informal’ respectively. Regular unorganised workers in the organised sector earn more than the other categories of workers in the unorganised sector.
