ABSTRACT

The Joint Comprehensive Plan of Action (JCPOA) halted Iran’s rapid progress towards a nuclear-weapons capability, dramatically drew down its fissile-material stockpiles and rolled back its capability to produce more. The purpose of the Procurement Channel is to review proposals by states seeking to engage in trade with Iran involving nuclear and non-nuclear civilian end uses. Iran acquired its first ballistic missiles in the mid-1980s to counter Iraq’s air and missile strikes against its cities and economic infrastructure. Mutual compromise is the essence of negotiation. Iran made as many concessions as it was granted, and rolled back its nuclear programme before it received any sanctions relief. Short of trying to compel Iran to renegotiate the JCPOA to accept compromises that it refused to accommodate before, there are several ways in which the accord could be improved upon by using established mechanisms.
