ABSTRACT

This chapter describes strategies to draw boundaries around the disaster-impacted target population that typically do not align with defined geographic parameters. Once the boundaries are drawn, tools are recommended to estimate the population parameters of the target population within these boundaries. Along these lines, in this chapter public and private databases are described to build the sampling frames, which include address-based frames, augmented with associated emails, landline, and cell phone data. Multiple modes of contact are described to optimize the means by which to reach displaced individuals in the target population through mixed-mode designs. Finally, a case studies of sampling designs to reach displaced homeowners and current residents impacted by Hurricane Sandy, a multistate hurricane that occurred in October and November 2012, is provided to illustrate these strategies in practice.
