ABSTRACT

Mr. Blackmore stated the nature, progress, and object of the recent Act of Parliament, and disclaimed any participation in the introductory words in that Act, which was got up for no other purpose than that of protecting respectable hotel keepers from informers, who made them amenable to the Act passed in the reign of George III., although they were, as his client, Mr. Warmall was, actually permitted to sell wine under a license granted by the Commissioners of his Majesty’s Excise, and it never could be in the contemplation of those persons to consent to the introduction of words in that Act which would entitle the proprietors of coffee and gin shops to the same privileges; the fact was, the Act was introduced in the House of commons, and without his knowledge the words complained of were introduced.
