ABSTRACT

With the model of “big government–small society”, the Chinese government, at different levels, plays a key role in promoting the rights of the child. Joint efforts have been encouraged in Chinese society during the past years. Legislation and policy making is the first step for the protection of the rights of the child, including the implementation of the UN Convention on the Rights of the Child (CRC). The principle of non-discrimination of the CRC is important and its implementation in China needs further legislative efforts, considering the lack of direct use of the term in the most relevant Chinese laws. The purposes and principles of CRC should be viewed as a whole. Population policy change, educational and medical care reforms, rural left-behind children, girl’s rights and security issues are among the main concerns relating to rights of the child and the application of the non-discrimination principle.
