ABSTRACT

The modern Chinese higher education system consists of nine years of compulsory education, three years of high-school education, and higher education. Compulsory education comprises six years of elementary education and three years of primary education. According to the “Higher Education Law of People’s Republic of China”, the Ministry of Education has the final authority over the establishment of higher education institutions. The Outline, the Higher Education Law of People’s Republic of China, the Regulations on Student of Higher Education Institutions, and other laws published by the government provide the basic legal foundation for student engagement in university management. As student engagement begins to connect with the improvement of educational quality, most universities gradually turn their attention from the learning outcomes to how to improve student engagement in their own learning and that of other students, in and outside the campus.
