ABSTRACT

This chapter presents the results of the index using national-level data and focuses on the availability of data at the city level to allow rigorous monitoring of city performance. Moving from identifying the commitments of Habitat II to creating a list of indicators that were useful for the Habitat Commitment Index (HCI) presented several challenges. The HCI allows for a long-term analysis of country performance according to the commitments of the Habitat II agenda. The HCI allows us to describe the joint effects of urbanization, economic growth and outcomes related to the commitments from Habitat II. For Latin America and the Caribbean, the Institutional Capacity dimension incorporated in the HCI, which was the lowest-performing dimension according to the change in the average score between the base year and the final year.
