ABSTRACT

The Arctic region presents a very difficult and complex environment when it comes to emergency prevention, preparedness, and response. Remoteness, lack of infrastructure, limited means of communication, and severe weather conditions are just a few examples of the risks and challenges of this unique and extremely sensitive region. In real estate, the mantra is that three things are important: location, location, location. The Arctic Council Working Group Emergency Prevention, Preparedness and Response (EPPR) is an example of an international forum in which all Arctic states are members, together with the indigenous people of the Arctic and participation from observers from other states and organizations. The EPPR is not an operational organization, but it works by developing guidance and risk assessment methodologies; co-ordinating response exercises and training; and exchanging information on best practices with regards to prevention, preparedness, and response to accidents and threats from unintentional releases of pollutants and radionuclides, and to the consequences of natural disasters.
