ABSTRACT

The Arctic Coast Guard Forum (ACGF) was established in 2015, to ‘foster safe, secure, and environmentally responsible maritime activity in the Arctic’. By bringing together the coast guards of the eight Arctic nations, the ACGF functions as a network. As human activity increases in the Arctic region, in the context of rapid and destabilizing environmental change, the risk of accidents could increase. The ACGF network is intended to combat the risks inherent in the Arctic region. This chapter will provide an analysis of its effectiveness using the framework first proposed by Provan and Milward.
