Refocus from the goals to learning over time

The chapter presents my theoretical framework - i.e. the perspective from which I analyze the SDGs. It has three parts. It begins with a discussion about the problems with goals. Then it introduces “learning organization” as an alternative. Finally, it presents the idea of a “theory of change” as a key instrument for learning about what works.
