The Right Combination of Demand and Supply Policies: The Case for a Two-Handed Approach

The title of this paper was chosen for me, not by me. Its ring of open-mindedness, evenhandedness and balance all but compels an author to parade as a man of the extreme center, a fanatical moderate in analysis and policy prescription. I identify with such a characterization only reluctantly.
