ABSTRACT

I would like to comment on the paper by Prof. Dicke. The main hypothesis of this paper, if I have correctly understood Prof. Dicke, is that the protective policy stance may go along with other policies or attitudes which are beneficial for society at large. Since it was argued that a tariff on petroleum may allow a government to maintain roads better or a protectionist Gephardt in the United states may do more for the underprivileged groups than free trade, we may have the situation where a protectionist policy stance actually goes along with certain attitudes that are considered by most observers as being beneficial for society.
