ABSTRACT
We have been asked to provide American perceptions of Soviet policy and Soviet perceptions of American policy. I do not know where I fit in this scheme, because I am a European, born in Europe, raised in Europe, but educated in America, and I spent my whole life studying the Soviet Union. So, what you are going to get from me is not a national American perception but rather something cosmopolitan.
