ABSTRACT

The challenge to the international legal community is to cut out the phony invitations and phony declarations by governments, and use common sense and reason. A rational world of law and order requires restraint. It requires laws that are clear. The Allies did not define aggression in detail at that point, but they declared it to be an international crime, for which people would be hanged. They also said there is such a thing as crimes against humanity, where the offenses are so great as to shock the conscience of mankind. The truth is that states do not want to give up their power or to restrict their use of force. They want to retain the use of force despite what is written in the UN Charter and despite all of their protestations to the contrary.
