ABSTRACT
The assigned title of this paper could be a classic, except for the question mark. It reflects a widespread perception that, its undisputed success in dismantling trade barriers notwithstanding, the GATT has not prevented the world economy from relapsing into protectionism. Hence the doubts, implicit in this notion, whether future trade liberalization can be expected in that framework.
