ABSTRACT
The Court pointed out that no provision of the Statute or Rules contemplates that the Court should decline to take cognizance of one aspect of a dispute merely because that dispute has other aspects, however important. The Vienna Conventions, which codify the law of diplomatic and consular relations, state principles and rules essential for the maintenance of peaceful relations between States and accepted throughout the world by nations of all creeds, cultures and political complexions. On 11 March that is immediately upon the departure of the Commission from Tehran, the United States notified the Court of its readiness to proceed with the hearings, suggesting that they should begin on 17 March. The situation in which the Court has carried on its judicial deliberations in the case has no precedent in the whole history of the administration of international justice either before this Court, or before any international judicial institution.
