ABSTRACT

This chapter examines some propositions that might be behind support for the integration of Strategic Arms Reduction Talks (START) and Intermediate-Range Nuclear Force (INF). Practically every observer of the START and INF negotiations has, at one time or another, suggested that the INF negotiations and START be merged or integrated. With the Soviet walkout from the INF and START negotiations, merger has come to be seen in the West as a way to break the arms control deadlock and get the dialogue moving again. The president's embrace of build-down marks a considerable change in the US approach to START, one that has broad bipartisan congressional backing. Although the United States and the Soviet Union have been pursuing different fundamental goals in START, US proposals may offer a way to bridge the gap and reach compromise.
