ABSTRACT

The historians and philosophers keep on posing questions about the nature of the Soviet system, whether it is 75 percent one way or 75 percent the other way. We have the same policy toward Afghanistan, whether it's good or bad; we condemn the Soviet Union, but we do little or nothing for the resistance. There is less European opposition to US policy in Central America than there is in the United States because in the United States there are people who really care, which is not really the case in Europe. Of course, a case can be made in the United States that Europe is not really willing to commit itself outside of Europe, that it has become parochial and has no interest in global security. Europe has looked to a militarily strong United States, and there is no question that the Europeans still want a strong ally in the United States.
