ABSTRACT

The military forces under Vo Nguyen Giap command were confronted with a far more diversified set of assignments than those of the war years. The guerrillas are organized into militia units, stationed primarily in the border areas, and into special clandestine groups operating within the regular army. Reform measures gradually have improved the capabilities of the regular forces for waging overt war, should the need arise, and for carrying out the military's domestic political and economic responsibilities. The 1954 armistice terms prohibit the introduction of military aircraft into North Vietnam, liaison and transport aircraft have been furnished by Communist China. Viet military officials have admitted that in addition to strengthening the reserve and enabling rotation in the regular army, the program of gradually inaugurating a universal draft has certain secondary political objectives. The 1958 reform measures envisaged the creation of an enlarged and better-trained reserve as one by-product of the effort to standardize the regular army.
