ABSTRACT

Concept of technological balance refers to Latin American participation in new science-driven applied research technologies such as microelectronics, biotechnology, remote sensing, marine sciences, and other promising fields. "State of the art" assessments rely on publications in leading world scientific journals, citation counts of the use of articles, and other quantitative and qualitative data to examine to what extent Latin American scientists are participating in this work and at what levels. The Council of Latin American Academies of Science proposes systematic exchanges of researchers through designated centers of excellence and postgraduate courses, workshops on specific research topics, and working groups to explore collaboration with production sectors. Most Latin American governments during the 1970s passed laws to regulate the import of technology. These laws require importers to "unbundle" imported technological packages and to negotiate competitive terms for each item.
