ABSTRACT

Nationalist government experts on Communist affairs quickly noted that Peking was relying more and more on moral and material support from the Soviet Union. After the provisional capital of the Republic of China (ROC) was established in Taipei, Taiwan, on December 7, 1949, it was only natural that the government there would monitor by every means possible developments occurring on the mainland under the rule of the Chinese Communist Party (CCP). ROC experts on Communist affairs became even more eager to prove the veracity of their reports and to debate with foreign experts about differing interpretations of events and trends in Communist China. It should be noted that ROC experts have placed primary emphasis on the capability of the CCP to dominate the state and society in a totalitarian fashion. ROC experts place great significance upon the particular Party pathology, which they contend will exist as long as a Party structured like that of the CCP tries to rule China.
